Crespo asked me if I'd like to enforce the rules relating to timekeeping on his behalf, and I said yes. Here is what I plan to do:
CWT 2006 will start on a given day. Every 10th day after this starting day will be a "milestone" day. Each player will have N group games to play, so there will be N milestones. When the moon rises on the first milestone day, every player should have played one or more of his group games. By moonrise on the second milestone day, every player should have played two or more of his group games, and so on. So when the light of the moon shines forth on the Nth day, everyone should've played all of their group games and the group stage should be over.
The timing rules for the knockout stage will be decided at the time (it will depend on how it's being going).
Now then, we all know that things probably won't run as smoothly as we'd like them to. Here are my plans regarding penalties:
If a player passes a milestone without having played enough games, then he'll lose 2 points. If a player's score becomes negative, then he will be kicked out. (Note that if anyone "forgets" to play their first game, then they're out.)
If you know beforehand that you won't able to get a crucial game played before a milestone day, then you must let myself or Crespo know. If a prior warning is given, and if the reason is good enough, then you will be allowed to pass the milestone without being penalised. If you tell us afterwards that you couldn't play - when you could've told us beforehand - then you'll still incur the 2-point penalty.
If something happens such that you miss a milestone and weren't able to warn us in advance, then if the reason is good you'll be given back the 2 points that will have been taken from you.
Backlogged games must be played before the last milestone. If, however, someone can't play for 20+ days (two milestone periods) then they may be given a post-last-milestone deadline by which to play their unplayed game(s).
Anyone who is kicked out before the middle milestone is passed will be replaced, but after this time a new player may only come in if both he and his group are prepared to play all his games in the time that remains.
This is the first draft of the timekeeping rules. It may or not change before CWT starts. If you aren't happy with anything here, then you must say so here and here alone if you want to see any changes made.
